Brian Parsons serves as Senior Policy Advisor at the Department of Homeland Security, Office for Civil Rights and Civil Liberties, Disaster Preparedness Section.  Parsons coordinates the efforts of federal and community partners to integrate historically underserved populations into emergency planning and operations.  He is a nationally recognized writer and speaker on involving the whole community in emergency preparedness, response, and recovery.  He has over 20 years of experience in senior level management within the federal, state, and nongovernmental sectors.  In his previous capacities, Mr. Parsons served as the Director of the Virginia Board for People with Disabilities from 1996-2002, and President of the Consortium of Developmental Disabilities Councils from 2000-2002.  Parsons holds a Masters Degree in Urban Planning and a second Masters Degree in Public Administration from the University of Virginia, and a Bachelor’s Degree in Environmental Science from Mary Washington College.
